Bridging the Gap: Addressing Social Inequities in Cannabis Business Financing
Despite roughly equal cannabis usage rates across racial groups, over 80% of cannabis business owners are White, highlighting a significant racial disparity in the industry. This article will focus on the social inequities in obtaining loans for cannabis businesses, particularly for previously incarcerated Black and Brown individuals.
It will also highlight the efforts of Lavetta Wills team and DASNY through the New York Social Equity Cannabis Investment Fund, aiming to provide financial support and create a more inclusive industry.
The Legacy of Prohibition
The war on drugs disproportionately affected Black and Brown communities. Black individuals made up 57% of cannabis-related arrests, while 25% were Hispanic. This has led to significant long-term socio-economic disadvantages, including lost lifetime earnings and community impacts. Specifically, lost lifetime earnings due to cannabis-related convictions total approximately $31 billion, with Black and Hispanic individuals accounting for 83% of those losses.
Racial Disparities in the Cannabis Industry
The current landscape of the cannabis industry reveals a stark racial disparity in business ownership. Over 80% of cannabis business owners are White, despite similar usage rates across racial groups. This highlights a major barrier to entry and success for people of color. Data from Massachusetts shows that only 27 out of 122 social equity applicants were given priority by regulators in 2018, and only 8 of those received licenses.
Barriers to Financial Access
- Lack of Generational Wealth: The ability to access large sums of legitimate capital is the number one impediment to success for small cannabis businesses. Applicants with generational wealth have a distinct advantage when regulators require substantial liquid assets for license applications.
- Investor Bias: The majority of investors able to provide the level of funding needed for cannabis businesses are White males, who tend to fund businesses run by people who look like them. This bias puts women and racial minorities at a disadvantage.
- Federal Prohibition: Due to cannabis remaining illegal at the federal level, traditional banks and financial institutions are generally unwilling to provide loans or services to cannabis businesses. This forces entrepreneurs to rely on personal funds or high interest private loans.
- High Costs of Entry: The regulatory hurdles, licensing fees, and ongoing compliance costs in the legal cannabis industry are substantial, creating a significant financial barrier to entry.
The New York Social Equity Cannabis Investment Fund Initiative
New York’s approach to cannabis legalization is unique, starting with social equity programs rather than implementing them post-legalization. The $200 million New York Social Equity Cannabis Investment Fund, seeded with $50 million in state funds and $150 million in private investment, provides start-up support for justice-involved cannabis dispensary licensees.
The Conditional Adult-Use Retail Dispensary (CAURD) license program received more than 900 applications, and 25% of businesses under the program are majority-owned by Black, Brown, or female entrepreneurs, compared to 0.2% nationally.
Lavetta Wills and DASNY have been instrumental in implementing this initiative, providing 13% non recourse loans for buildout costs of turn-key locations. This support includes not only financial backing but also assistance with securing prime retail locations and operational resources.

- Policy Recommendations: To further support equity in the cannabis industry, federal leadership is needed to provide a blueprint for states to adopt more equitable reforms. Proposed legislation like the Marijuana Opportunity Reinvestment and Expungement Act (MORE Act) aims to address racial disparities and the damages caused by the war on drugs.
- Scaling the Model: New York's model has the potential to be replicated in other states. With more social equity programs that pair licenses with financial support, other states can follow New York's example and create more inclusive markets. Charleston Literary Festival announces today the CLF Cato Fellowship Prize—an exciting new program to support and nurture emerging writers in North and South Carolina.
Two CLF Cato Fellowship Prizes will be awarded in 2024 to two emerging writers—authors of fiction, creative nonfiction, and poetry are encouraged to apply.
During this year’s Charleston Literary Festival, running from November 1-10, 2024, the two winning fellows will receive full access to Charleston Literary Festival’s author conversations and receptions, free accommodations in downtown Charleston, networking and collaborative opportunities beyond the Festival, and a cash sum of $7,500 to allow them to further their writing career as they see fit.
The Fellowship Prize offers the opportunity to meet face-to-face with distinguished authors and leaders in their respective fields and learn about the business of writing and the inner workings of an international literary festival.
Philanthropist and longtime advocate for education, Wayland H. Cato Jr. had a lifelong passion for reading and learning. At the age of 100, he continued his daily discipline of devouring the many books (and newspapers) stacked high by his chair. Even in his last days, Wayland H. Cato Jr. discussed what he was reading: physics, politics, agriculture, history, philosophy, and more with his family and friends. The Catos believe that the world will be a better place if exceptional writers are nurtured and encouraged.
Charleston Literary Festival’s mission is to bring diverse, national, and international authors and audiences together to experience the transformative power of great literature, ideas, and creativity. The CLF Cato Fellowship Prize reflects the importance of literature and the urgency to support it by fostering the next generation of writers. The Fellowship Prize exists to nurture and encourage exceptional emerging writers so that they may positively impact and transform the world around them.

Who should apply?
The Fellowship Prize is open to any fiction or poetry or creative nonfiction writer who is a current resident of North or South Carolina (or enrolled in a college or university program in North Carolina or South Carolina), a U.S. citizen or resident with an active visa, and at least 21 years old on November 1, 2024.
Applicants should be in the early stages of their writing careers but have clearly demonstrated a commitment to developing their writing by providing evidence of, for example:
- work published in a magazine or journal, online or in print
- work published in an anthology
- attendance at a creative writing course
- an early stage of a manuscript
- a draft book proposal

Dr. Nicol, Associate Dean of Personnel and Curriculum in the College of Liberal Arts and professor of history at California State University, Long Beach (CSULB), will offer attendees a rare glimpse into the university boardroom. Her groundbreaking book, "Black Woman on Board: Claudia Hampton, the California State University, and the Fight to Save Affirmative Action," uncovers and explores the crucial role Black women educational leaders have played in advancing access and equity in higher education and in a broader context for all.
The presentation will focus on Dr. Claudia H. Hampton, the first Black woman trustee and later the first woman chair of the California State University (CSU) system board. Dr. Nicol will delve into Hampton's twenty-year fight (1974–94) to increase access for historically marginalized and underrepresented groups within the CSU system, highlighting how Hampton navigated white backlash against changes brought on by the civil rights and black power movements of the 1960s.
In an era where Vice President Kamala Harris stands as a presumptive presidential nominee, Dr. Nicol's work gains even greater relevance. Global Kratom Coalition Releases Report on Substance Use Disorder and Relative Risks of Multiple Common Substances
The Global Kratom Coalition (GKC) today released a groundbreaking report, "Comprehensive Report on Substance Use Disorder: Prevalence, Severity, and Symptom Endorsement", providing a detailed analysis of Substance Use Disorders (SUD) across a wide spectrum of substances. This report, based on data from reputable sources including the National Survey on Drug Use and Health (NSDUH) and various scientific studies, evaluates the prevalence, severity, and specific symptom endorsements associated with substances such as heroin, methamphetamine, cocaine, opioids, cannabis, alcohol, tobacco, kratom, caffeine, and ultra-processed food.
The analysis compares the SUD profiles of these substances, utilizing Diagnostic and Statistical Manual of Mental Disorders (DSM-5) criteria to offer insights into their relative impacts. Key findings reveal that heroin, methamphetamine, and opioids exhibit the highest prevalence rates of SUD, with 86%, 68%, and 69% of users developing addiction, respectively. In contrast, kratom shows a moderate prevalence of 30%, suggesting a lower risk compared to highly addictive substances.
"This data offers insights for a wide variety of stakeholders such as researchers, public health experts, consumers, and policymakers," said Matthew Lowe, Executive Director of the Global Kratom Coalition. "We believe this is a first-of-its-kind report showing the relatively lower and higher risks of addiction comparing many substances, presenting data that can help guide decisions about benefits while advocating for mindful use and monitoring."
The severity of SUD also varies significantly across substances, with heroin, methamphetamine, and cocaine showing high rates of severe addiction. In contrast, substances like caffeine, alcohol, cannabis, and kratom present a more favorable severity profile, with a majority of users experiencing mild to moderate addiction. This underscores each substance’s unique position in the landscape.
The report further categorizes symptom endorsements across substances, highlighting differences in impaired control, social impairment, risky use, and physical dependence. Kratom users predominantly endorse symptoms related to impaired control and physical dependence, with less emphasis on social impairment and risky use compared to substances like heroin and alcohol.
"The extensive data presented in this report highlights the relative nature of SUD and addiction across a landscape of substances. By examining the prevalence, severity, and symptom endorsement of SUD, we gain a deeper understanding of addiction's complexity. Understanding the risk profiles can reinforce public policy and individual informed decision making,” said Lowe. "It is important to note, not all kratom is equal. Research from leading kratom scientists highlights that not all kratom products are the same. Proper labeling and manufacturing standards are crucial to mitigate risks associated with kratom products."

Global Kratom Coalition Releases Comprehensive Report on Kratom Safety and Risk
Today, the Global Kratom Coalition released a groundbreaking report titled "Understanding Kratom: A Comparative Risk and Safety Analysis." The report offers an in-depth examination of kratom's safety profile, contextualizing its risks relative to other commonly used substances.
The report compares kratom's risk profile with that of other legal and illicit substances using publicly available data from adverse events reported to the Food and Drug Administration (FDA), Poison Control Center calls, and data on prevalence, severity, and symptom endorsement of Substance Use Disorder (SUD) criteria as defined by the Diagnostic and Statistical Manual Version 5 (DSM-5).
Analysis of Poison Control Center calls from 2017 to 2022 reveals that kratom-related incidents are considerably lower than those for opioids and alcohol. In that timeframe, calls to Poison Control Centers regarding kratom were significantly fewer compared to other substances, such as opioids and alcohol. This indicates that kratom is less likely to cause acute health emergencies.
"When substances are viewed in isolation, their safety or abuse potential can be misjudged. This is particularly true for kratom, a substance often criticized for its perceived risks. Overall, the low incidence rate suggests that kratom is less likely to cause immediate health crises," said Matthew Lowe, Executive Director of the Global Kratom Coalition.
Corresponding with the surge in consumer interest in kratom, the report also examines mortality rates using Poison Control Data from 2019 to 2022, showing that kratom has a relatively low mortality rate. Data from the FDA Adverse Event Reporting System (FAERS) indicate a decrease in deaths involving only kratom from 2019 to 2021. This evidence collectively highlights that while kratom poses risks, they are significantly smaller than those associated with many other substances.
Further analysis of the prevalence of SUD using DSM-5 criteria reveals stark contrasts with other frequently misused substances. Heroin shows an 85.79% addiction rate among users, with 61.00% of cases classified as severe. Methamphetamine and opioids also exhibit high prevalence rates of 67.50% and 68.59%, respectively, with substantial portions of users experiencing severe addiction.
Comparatively, kratom presents a lower SUD prevalence of 29.5%, with only 28.1% of users experiencing severe SUD. The largest share (47%) fall into the mild category compared to moderate and severe—this aligns with kratom's addiction profile more closely with caffeine, a legally consumed substance known for its mild addiction potential.
The report also assesses the impact of substances across four key measures: impaired control, social impairment, risky use, and physical dependence. While kratom can lead to SUD, it predominantly shows symptoms related to physical dependence and impaired control, rather than risky use and social impairment. This contrasts with substances like heroin, cocaine, and alcohol, which exhibit high levels of social impairment and risky use.
The report’s findings show kratom's safety and addiction potential are more closely aligned with commonplace substances like caffeine and alcohol rather than highly addictive drugs like heroin and methamphetamine.
"As the data illustrates, kratom has some physical impacts and can be habit-forming, but its risk profile is significantly lower compared to many other substances. Understanding these risks in the context of individual consumption patterns and risk profiles is crucial. This knowledge enables more informed decision-making regarding substance use," said Lowe. “At the same time, not all kratom is equal. This data views kratom as a homogeneous substance and does not break out for leaf, extracts, and synthetic isolates that call themselves kratom, but are not.”
By considering comprehensive data on kratom, individuals and policymakers can better assess its place within the broader spectrum of substance safety and addiction potential. Ultimately, these insights can help develop balanced public health policies and promote safer consumption practices

“#AutisticWhileBlack: Exploring Identity” Launches to Connect and Empower Black Autistic Adults
Autastic proudly announces the August 1 launch of “#AutisticWhileBlack: Exploring Identity”. Each six-week virtual experience connects and empowers Black adults, filling the services gap after learning they are autistic.
"There’s been absolutely nothing out there for the millions of adults learning they’re autistic in their twenties, thirties, fifties, and beyond. We’re overlooked in research, in services and support, in policy, everywhere. I’m working to change that, starting with the Black community," says facilitator Diane J. Wright, the first Ford School Hawkins Family Disability Policy Fellow with the Center for Racial Justice at the University of Michigan and founder of Autastic.
Autastic provides resources and community to adult-identified autistic historically racialized and marginalized peoples (BIPOC). The “#AutisticWhileBlack: Exploring Identity” experience was developed in consultation with African American mental health professionals, community leaders, and input from Autastic’s communities of over 15,000 late-identified autistic adults.
The program is supported by funding from Jimmy Kimmel and Mark Rober’s 2021 “Color The Spectrum” fundraiser which raised over 3 million dollars in partnership with NEXT for AUTISM as well as support from The Autistic Self Advocacy Network (ASAN).
Key Highlights
- Developed by and for Black autistic adults: Developed with lived experience at its core, this program is facilitated and produced exclusively by Black autistic adults.
- Culturally relevant resources: Offers rare resources and information specific to members of the African diaspora.
- Peer access: Reducing isolation and stigma by facilitating connection with peers inside The Autastic Community—a unique, private social network exclusively for adult-identified autistic people and focusing on BIPOC.
- Fee-free: Lowering barriers to resource and peer access, participation in "#AutisticWhileBlack: Exploring Identity" is offered at no cost. Program cycles will run until funding is depleted.
"#AutisticWhileBlack: Exploring Identity" offers structured activities and 90-minute live virtual group sessions as well as a private conversation space for socializing and working through course material. Participants gain resources, peer connections, and new perspectives on autistic life, along with an action plan for rebuilding neurodivergence-centered lives.
