B'KARA, Malta, July 30, 2026 (EZ Newswire) -- Tips.GG published the updated edition of its World Cup discipline study, extending the platform’s Strictness Index to all seven tournaments of the 21st century. The research was completed after the 2026 World Cup concluded, and the new data reverses one of the study’s central expectations.
Nearly doubling the field did not make the World Cup dirtier. The 2026 edition set a raw record — 266 yellow cards across 104 matches, more than any tournament before it — while its per-match Strictness Index fell to 2.97, the calmest figure of the century and the first ever to drop below three. All that extra football turned out to be mostly extra low-card football: mismatched group games that added to the pile while pulling the average down.
The same distinction reshapes the all-time table. Argentina lead the century on raw totals with 82 disciplinary points across seven tournaments, but they also played 39 matches to get there. Divide by games played and they fall to roughly 14th, at 2.10 cards per match. The nation that actually plays dirtiest game for game is Ghana, at 2.58 — a team whose best World Cup run ended in the quarter-finals.

The Strictness Index weights cards by severity: a yellow is worth one point, a second yellow is worth two, a straight red is worth three. A team’s points total is its Strictness Summary; dividing that by matches played produces the Strictness Index. The per-match rankings are limited to nations with at least 12 World Cup matches this century. The same method is applied to every team and every tournament from Korea/Japan 2002 to the 2026 edition.
Tips.GG publishes the measure’s limits alongside its results. The Index treats a 90-minute group game and a 120-minute knockout as equal, does not adjust for individual referees — Mateu Lahoz’s three matches at Qatar 2022 ran to an index of 9.00 — and does not account for the opponent since cards are often reciprocal. Fouls that go unbooked never enter the ledger. It is a like-for-like measure of who referees actually punish, not a complete verdict on who fouls the most.
