The objective is not to automate a legal conclusion. It is to give the people responsible for review a clearer and more reproducible starting point.
Why it exists
Existing approaches often solve only part of the problem. An alert can indicate that a page has changed without preserving the relevant wording. A web archive can retain a page without explaining the material difference. Legal and regulatory services can provide expert interpretation, but that work still depends on reliable source evidence.

How it works
PolicyWatcher begins with configured public sources. It records retrieval status and timestamps, captures document versions and uses deterministic comparison to identify textual changes. AI-assisted analysis then helps organise the observed difference into summaries, risk reasons and regional context for human review.
PolicyWatcher 4 strengthens this process by connecting every observation through a five-part evidence chain: Entity → Document → Version → Change → Provision
The entity identifies who published the policy. The document identifies the public source. The version preserves the captured text at a point in time. The change records the difference between versions. The provision identifies the clause or policy area to which an assessment refers.
This architecture addresses a weakness found in many monitoring workflows: the interpretation may survive, while the chain connecting it to the original evidence becomes fragmented. Stable public identifiers help references remain usable when a company changes a document name, moves a page or when PolicyWatcher changes its internal storage.
