Bridging the Gap: Addressing Social Inequities in Cannabis Business Financing
It will also highlight the efforts of Lavetta Wills team and DASNY through the New York Social Equity Cannabis Investment Fund, aiming to provide financial support and create a more inclusive industry.
The war on drugs disproportionately affected Black and Brown communities. Black individuals made up 57% of cannabis-related arrests, while 25% were Hispanic. This has led to significant long-term socio-economic disadvantages, including lost lifetime earnings and community impacts. Specifically, lost lifetime earnings due to cannabis-related convictions total approximately $31 billion, with Black and Hispanic individuals accounting for 83% of those losses.
Racial Disparities in the Cannabis Industry
The current landscape of the cannabis industry reveals a stark racial disparity in business ownership. Over 80% of cannabis business owners are White, despite similar usage rates across racial groups. This highlights a major barrier to entry and success for people of color. Data from Massachusetts shows that only 27 out of 122 social equity applicants were given priority by regulators in 2018, and only 8 of those received licenses.
Barriers to Financial Access
- Lack of Generational Wealth: The ability to access large sums of legitimate capital is the number one impediment to success for small cannabis businesses. Applicants with generational wealth have a distinct advantage when regulators require substantial liquid assets for license applications.
- Investor Bias: The majority of investors able to provide the level of funding needed for cannabis businesses are White males, who tend to fund businesses run by people who look like them. This bias puts women and racial minorities at a disadvantage.
- Federal Prohibition: Due to cannabis remaining illegal at the federal level, traditional banks and financial institutions are generally unwilling to provide loans or services to cannabis businesses. This forces entrepreneurs to rely on personal funds or high interest private loans.
- High Costs of Entry: The regulatory hurdles, licensing fees, and ongoing compliance costs in the legal cannabis industry are substantial, creating a significant financial barrier to entry.
New York’s approach to cannabis legalization is unique, starting with social equity programs rather than implementing them post-legalization. The $200 million New York Social Equity Cannabis Investment Fund, seeded with $50 million in state funds and $150 million in private investment, provides start-up support for justice-involved cannabis dispensary licensees.
The Conditional Adult-Use Retail Dispensary (CAURD) license program received more than 900 applications, and 25% of businesses under the program are majority-owned by Black, Brown, or female entrepreneurs, compared to 0.2% nationally.
Lavetta Wills and DASNY have been instrumental in implementing this initiative, providing 13% non recourse loans for buildout costs of turn-key locations. This support includes not only financial backing but also assistance with securing prime retail locations and operational resources.

- Policy Recommendations: To further support equity in the cannabis industry, federal leadership is needed to provide a blueprint for states to adopt more equitable reforms. With more social equity programs that pair licenses with financial support, other states can follow New York's example and create more inclusive markets. Open to writers in North and South Carolina, the CLF Cato Fellowship Prize will be awarded to two writers of fiction or poetry or creative nonfiction who demonstrate a commitment to bettering their craft and exhibit a love of writing and reading.

The Fellowship Prize is open to any fiction or poetry or creative nonfiction writer who is a current resident of North or South Carolina (or enrolled in a college or university program in North Carolina or South Carolina), a U.S. citizen or resident with an active visa, and at least 21 years old on November 1, 2024.
Applicants should be in the early stages of their writing careers but have clearly demonstrated a commitment to developing their writing by providing evidence of, for example:
- work published in a magazine or journal, online or in print
- work published in an anthology
- attendance at a creative writing course
- an early stage of a manuscript
- a draft book proposal
The application is NOT open to those who have published more than one book-length work with a major or independent publisher.

Our Authors Study Club (OASC) proudly presents Dr. Donna J. Nicol, acclaimed author of "Black Woman on Board," as the next featured guest in the "OASC at the Bilbrew" author talk series. This enlightening event will take place on Saturday, August 10 from 11:00 a.m. to 2:00 p.m. at the A.C. Bilbrew Library, 150 150 E El Segundo Blvd, Los Angeles, CA 90061.

Dr. Nicol, Associate Dean of Personnel and Curriculum in the College of Liberal Arts and professor of history at California State University, Long Beach (CSULB), will offer attendees a rare glimpse into the university boardroom. Her groundbreaking book, "Black Woman on Board: Claudia Hampton, the California State University, and the Fight to Save Affirmative Action," uncovers and explores the crucial role Black women educational leaders have played in advancing access and equity in higher education and in a broader context for all.
The presentation will focus on Dr. Claudia H. Hampton, the first Black woman trustee and later the first woman chair of the California State University (CSU) system board. Dr. Nicol will delve into Hampton's twenty-year fight (1974–94) to increase access for historically marginalized and underrepresented groups within the CSU system, highlighting how Hampton navigated white backlash against changes brought on by the civil rights and black power movements of the 1960s.
In an era where Vice President Kamala Harris stands as a presumptive presidential nominee, Dr. Nicol's work gains even greater relevance. The story of Dr. Claudia Hampton's pioneering role in the CSU system parallels the path of trailblazers like Harris, who have broken barriers in the highest echelons of government. This event offers a unique opportunity to explore the historical context that has paved the way for today's Black women leaders.
Attendees will gain valuable insights into the historical precedents that have shaped the current political landscape, making this event particularly timely and relevant in light of Vice President Harris's groundbreaking career. "As we witness history in the making with Vice President Harris's potential presidential nomination, understanding the legacy of Black women's leadership in education becomes crucial," said Lura Ball, President of OASC. "The strategies and resilience demonstrated by leaders like Dr. Hampton have direct implications for how we view and support Black women in positions of power today."
This occasion promises to be an inspiring event with an insightful discussion moderated by Dr. Anthony Asadullah Samad, Executive Director of the Mervyn Dymally African American Political and Economic Institute (MDAAPEI) on the campus of California State University, Dominguez Hills. Subjects that include the intersection of race, gender, and power in higher education are certain to be lively topics.
OASC believes that there is a clear connection between the historical narrative presented in Dr. Nicol's work and the current political climate. “#AutisticWhileBlack: Exploring Identity” Launches to Connect and Empower Black Autistic Adults
Autastic proudly announces the August 1 launch of “#AutisticWhileBlack: Exploring Identity”. Each six-week virtual experience connects and empowers Black adults, filling the services gap after learning they are autistic.
"There’s been absolutely nothing out there for the millions of adults learning they’re autistic in their twenties, thirties, fifties, and beyond. We’re overlooked in research, in services and support, in policy, everywhere. I’m working to change that, starting with the Black community," says facilitator Diane J. Wright, the first Ford School Hawkins Family Disability Policy Fellow with the Center for Racial Justice at the University of Michigan and founder of Autastic.
Autastic provides resources and community to adult-identified autistic historically racialized and marginalized peoples (BIPOC). The “#AutisticWhileBlack: Exploring Identity” experience was developed in consultation with African American mental health professionals, community leaders, and input from Autastic’s communities of over 15,000 late-identified autistic adults.
The program is supported by funding from Jimmy Kimmel and Mark Rober’s 2021 “Color The Spectrum” fundraiser which raised over 3 million dollars in partnership with NEXT for AUTISM as well as support from The Autistic Self Advocacy Network (ASAN).
Key Highlights
- Developed by and for Black autistic adults: Developed with lived experience at its core, this program is facilitated and produced exclusively by Black autistic adults.
- Culturally relevant resources: Offers rare resources and information specific to members of the African diaspora.
- Peer access: Reducing isolation and stigma by facilitating connection with peers inside The Autastic Community—a unique, private social network exclusively for adult-identified autistic people and focusing on BIPOC.
- Fee-free: Lowering barriers to resource and peer access, participation in "#AutisticWhileBlack: Exploring Identity" is offered at no cost. Program cycles will run until funding is depleted.
"#AutisticWhileBlack: Exploring Identity" offers structured activities and 90-minute live virtual group sessions as well as a private conversation space for socializing and working through course material. Participants gain resources, peer connections, and new perspectives on autistic life, along with an action plan for rebuilding neurodivergence-centered lives.
