A leading online casino game developer has confirmed it is exiting the U.S. sweepstakes casino market. Pragmatic Play has confirmed it will withdraw its games from sweepstakes-style operators in the U.S. states where the rules are unclear, citing growing legal scrutiny.

Pragmatic Play is leaving after a lawsuit was filed by the Los Angeles City Attorney against Stake.us, a sweepstakes casino known for celebrity endorsements. Stake.us was accused of operating an illegal gambling business, and Pragmatic Play, along with competitor Evolution, was named as a defendant for providing gaming content to the platform. Pragmatic Play and several other companies are named in a lawsuit over supplying games to sweepstakes platforms, where the rules on gambling were unclear in certain U.S. states.

As the company adjusts to legal pressures, some players have sought alternative platforms that allow them to make withdrawals with no ID required. These platforms are used by a small segment of the player base and are noted for faster payouts and simplified verification processes, offering a level of convenience not widely available in the regulated U.S. sweepstakes market. They are, however, closely monitored by regulators to ensure compliance with local laws.

Pragmatic Play is not alone in reconsidering its involvement in U.S. sweepstakes gaming. Other major providers, including Evolution and Hacksaw Gaming, have also withdrawn content from operators in states that issued cease-and-desist orders. Developers, including Pragmatic Play and others, have pulled back from some U.S. sweepstakes markets. Some companies are also looking at their internal compliance rules and adjusting marketing to follow state laws more closely.

Legal enforcement around sweepstakes casinos has intensified in recent months. In New York, Attorney General Letitia James, known for her tough stances on white-collar crime, shut down 26 unlicensed sweepstakes platforms for breaking state gambling laws. In New York, some sweepstakes platforms let players trade virtual items for money or prizes. State law does not allow this. Some of the platforms tried to change their games or rebrand, but state officials continued to enforce the rules strictly.

In California, lawmakers are looking at Assembly Bill 831, which would limit “freemium plus sweepstakes” digital games. The bill is meant to protect players, said State officials. A few companies say it could make legal games more difficult to offer and push some users to foreign platforms.

Player behaviour has been influenced by the evolving legal environment. Sweepstakes-style casinos historically allowed users to play without traditional gambling licenses, often offering virtual coins or tokens redeemable for prizes. With major developers like Pragmatic Play withdrawing, some users are exploring alternative experiences, including platforms that provide faster access to winnings and simpler account verification. These options are still used by only a small number of players, but they show that some people want easier access to games even with regulations in place.

Industry observers say developers are thinking carefully about how much money they can make now compared with the possible problems if they break the rules. Exiting the U.S. sweepstakes sector may reduce immediate earnings, but it allows companies to focus on markets with clearly defined rules. Pragmatic Play continues to operate in regulated markets in Europe and Latin America, where licensing frameworks are established and legal exposure is lower. In the U.S., some operators are adding social features, tournaments, and digital rewards to keep players interested, while following state rules.
